作为欠发达地区的贫困地区的宁夏固原,却在建设开放、富裕、和谐、美丽新宁夏的进程中有着举足轻重的作用。如何解决吃水难问题?如何让农民增收?如何处理发展与保护的关系?依然是摆在每一位履职者面前的大问题。十二届全国人大二次会议召开期间,全国人大代表、固原市市长马汉成接受了《宁夏画报》记者的采访。记者:固原地处黄土高原丘陵沟壑区,土壤贫瘠,干旱缺水,人畜饮水问题一直十分突出,近些年你们是如何解决吃水困难问题的呢?马汉成:固原水的问题,是100多万人几十年来一直渴望解决的,也是一直制约我们改善生活、促进发展的最大瓶颈。
