区别于商业电视和公共电视的我国电视体制,对于制播分开机制的采用,不但关系市场竞争的公平和电视媒体自身的发展,还涉及宣传体制的改革。因此,制播分开从微观而言,是促进电视媒体或与电视媒体相关行业既公平又有效的发展;从宏观层面来说,则是完善和改革我国电视体制及宣传政策。从这个角度来讲,制播分开是个既涉及行业发展,又关系意识形态建设的问题,必然受到高度重视。这也是为什么制播分开的规制政策不断调整、在很长一段时期反复改变的
