即使在老区贫困面占很大比例的时代,老区问题也从来都不是简单的贫困问题。扶贫,在部分老区的特定时间段内算得上当务之急,但远非全部。有意思的是,在新中国成立40多年后的上个世纪90年代,老区再一次被推到聚光灯下时,蹒跚走到舞台中央的却是一个贫困者形象。人们之所以会孤立地关注到老区贫困的一面,有其历史的背景。
Even in the era where poverty accounts for a large proportion of the old areas, the issue of the old areas has never been a simple problem of poverty. Poverty alleviation is a top priority within a certain period of time in some old districts, but it is far from all. What is interesting is that in the 90’s after the founding of new China more than 40 years ago, when the old quarter was again pushed to the spotlight, it was an image of the poor who staggered to the center of the stage. The reason why people pay attention to the poverty side of the old quarter in isolation has its historical background.
