香港财政司司长梁锦松日前被指在增加汽车登记税前“突击”买车,其目的是避税。4月7日,梁锦松向行政长官董建华递交的辞职信中就事件对政府带来负面形象深表歉意。这个事情本身应该早已尘埃落定,可是一段时间来在时评家里引起的“余波”似乎一时难平。束学山先生在3月20日《南方都市报》上刊发文章提出,“对于梁这么一位有着‘高尚情操’(董建华语)的官员,对于这么一位有着谦逊和爱心的父亲,批评与自我批评都反复几次了,公众为什么还对他不依不饶呢?我以为这是香港公众对政府官员的‘有罪推定’的制度安排和思维习惯。”……
