提起高新技术,人们总是习惯地想起计算机和通讯,却很少提起仪器仪表。但是著名科学家钱学森早就提出,“信息技术包括测量技术、计算技术和通讯技术,测量技术是关键和基础。”而国外也早就流行着这样一种说法,信息技术等于M+C2,(即Measurement plus Computer and Communication)。的确,仪器仪表对整个工业生产发挥着不可忽视的“倍增器”作用,在高新技术和科学领域,仪器仪表是“催化剂”;在军事上,仪器仪表是“战斗力”,没有航空仪表飞机不能起飞,没有现代化的仪器仪表工业,国民经济不能起飞。据美国商务部国家标准局90年代发布的调查数据显示,美国仪器仪表产值占社会总产值的4%,而它拉动的相关经济产值却达到社会总产值的66%。中国仪器仪表行业目前的从业人员有30万左右,其创造的年产值达800亿元,约占我国GDP的1%。曾担任过中国仪器仪表学会理事长的王大珩院士也说过,占1%GDP的仪器仪表行业应该、也必须为拉动其余99%GDP的增长做出贡献。确切地说就是“要用1%拉动100%”。
