一、研究背景我国各级各类档案馆收藏着大量的珍贵档案资料,馆藏文件的数量和可信度在一定程度上超过了图书馆。但人们对档案馆的了解程度却远远不如图书馆,查找资料时人造成的,虽然《档案法》颁布了将近二十年,档案开放也在档案界喊了很多年,但档案馆在人们印象中的封闭形象并没有得到很大的改观。主要原因一是利用的手续繁琐,二是档案馆的地理位置往往位于机关大院之内,使人们望而却步,这些因素都使档案信息传统服务水平也往往不如人意。为了摆脱这种“封闭状态”的困境,档案馆工作需要寻
