在经济全球化背景下,一个城市的发展必须考虑在全球城市体系中的角色定位。自20世纪80年代以来,世界城市已经成为国际经济中心城市的一种发展模式和潮流。随着我国在全球经济中地位的提高,为了增强国际竞争力和影响力,占领世界经济、社会、文化发展制高点,需要建设世界城市。如果说结构调整是2009年广东省经济工作的最大亮点,加快经济发展方式转变就是2010年广东经济工作的“头号工程”。坚定不移调结构,脚踏实地促转变,做好今年经济工作,必须牢牢扭住转变经济发展方式这一核心。推动经济发展方式转变和经济结构调整,不在于片面追求高速度,要提高经济整体素质和综合实力,从“要素驱动”向“创新驱动”转变,抢占“后国际金融危机时代”发展制高点。
