省第十次党代会是进入新世纪,我省改革开放和现代化建设事业进入承前启后、继往开来的关键时期召开的一次十分重要的会议。苏荣同志的《报告》,充分体现了与时俱进的精神,反映出了全省各族人民群众富民强省、建设小康的强烈愿望,是一个指导今后五年全省各项工作的纲领性文件。作为海北来讲,学习贯彻省第十次党代会精神,就要把思想统一到苏荣同志的讲话精神上来,统一到省委应对新形势所作出的重大决策上来,真正把省第十次党代会精神变成加快海北发展的强大思想动力,扎扎实实推进加快发展、富民强州的伟大实践。第一,坚持以解放思想为先导,形成加快发展的持久动力。加快发展是省第十次党代会确定的主题。苏荣书记在《报告》中提出了“保持两个两位数增长和一个基本达到”的目标任务,这是省委在充分考虑各方面因素后作出的正确决策。与全省发展水平相比较,海北还有一定差距,跟上全省发展速

As Haibei, in studying and implementing the spirit of the Tenth Party Congress in the province, we must unify our thinking with Comrade Su Rong’s speech and unify them with the provincial party committee’s major decisions made in the new situation.
