中國共產黨中央委員會關於防止森林火災問題給各級黨委的指示我国森林因經常發生火災事件,致各地廣大面積森林被害甚钜。这不僅嚴重地损害了木材的來源,使國家經济建設所需要的木料更加缺乏,且將招致農業上的水、旱、风、沙、雹等各種災害。为保障我國工業建設和農业生產的需要,必须把現有森林確实保護好,不使继续遭受破壞。中共中央完全同意中央人民政府政务院所頒佈的关于嚴防森林火災的指示,凡有山林地區的各級地方党委,尤其東北和内蒙黨委,必须認真讨论並保證其徹底执行。同時應负责領導和督促各級地方人民政府黨的組織並教育所有黨員、團员以及農民協會和婦女聯合会的会員,深入地發動群众,努力进行護林防火工作。中國共產黨中央委員会一九五二年三月四日
The Central Committee of the Communist Party of China, on Directing Party Committees at All Levels on Preventing Forest Fires, Caused Forest Fires in Our Country Due to Frequent Occurrence of Fires, Forests in vast areas were severely damaged. This not only seriously damaged the source of timber, but also made wood needed for the country’s economic construction more scarce and would cause various disasters such as water, drought, wind, sand and hail in agriculture. In order to guarantee the needs of our country’s industrial construction and agricultural production, the existing forests must indeed be protected and not continue to be damaged. The CPC Central Committee fully agrees with the directive issued by the government department of the Central People’s Government to prevent forest fires. All local Party committees at all levels in the mountain and forest areas, especially the party committees in the northeast and Inner Mongolia, must seriously discuss and pledge their thorough implementation. At the same time, they should be responsible for leading and urging the organizations of local people’s governments at all levels to organize and educate all party members and members as well as members of peasant associations and women’s federations to mobilize the masses in an in-depth manner and work hard to prevent and protect forest fires.
