以加入WTO为标专,上海的建筑业管理体制改革已经进入了一个以政府行政管理体制改革带动市场管理体制改革的新阶段。上海市建设和管理委员会副主任孙建平认为:这一阶段,政府集改革的主体与对象于一身,既要健全市场规则、规范市场秩序,完善统一开放、竞争有序的市场体系,又要割除政府管理本身同市场经济体制不相适应的种种弊端,充分发挥市场机制配置资源的基础性作用,从而为建筑业发展提供良好的体制环境……
