物质资源有质量等级的区别,人力资源则有素质的差异。人力资源的利用实际上就是人力资本在经济生活中的投入,人力资本积累的多少将直接体现经济效益的高低。人力资源如何管理和使用,在市场经济中至关重要。对高级人才的培养,国家是投入教育资金的,因此不能有效地发挥高级人才的作用,不仅仅是企业和部门的资源浪费,也是给国家人力资源的浪费。
Material resources have the quality level of the difference, human resources have quality differences. The utilization of human resources is actually the investment of human capital in economic life. The accumulation of human capital will directly reflect the level of economic benefits. How to manage and use human resources is crucial in a market economy. For the cultivation of senior talents, the state is investing in education funds and therefore can not effectively play the role of senior personnel, not only for the waste of resources of enterprises and departments but also of the state’s human resources.
