我国公共行政不可照搬当代西方公共管理改革过于放纵社会缺陷的做法,应从国情出发,以有限政府为前提,通过实施社会引导承担对社会进行理性改造的责任。政府要汲取、整合、提升、转换社会公共理性,尽可能改变社会负面因素及状态,促进公民社会发展壮大,同时政府要被置于执政党领导之下和民主宪政体制之中,受到公民的有效监督和制约,实现同社会的制衡互动。
The public administration in our country can not copy the practice of overreaching social defects in contemporary Western public administration reform. We should proceed from the national conditions, take the limited government as the prerequisite, and assume the responsibility of rationally transforming the society through the implementation of social guidance. The government should learn from, integrate, upgrade and transform social public reason, try its best to change social negative factors and conditions, and promote the growth and development of civil society. At the same time, the government should be placed under the leadership of the ruling party and democratic constitutional government system, and be effectively controlled by citizens Supervise and control, and realize the interaction and checks and balances with the society.
