本文根据国内外有关电信网与ＣＡＴＶ网发展历史与动态，结合我国国情，针对两网发展的现状，提出了促进两网在干线网和农话网上融合的策略，并结合当地实际情况，分析了开展视频传输业务的社会效益和经济效益，以及进一步开展增值服务的设想。
