打击与防范相结合,是公安工作必须坚持的指导方针,也是解决社会治安问题,保一方平安的根本之策。然而,随着社会主义市场经济的建立和发展,社会治安状况日趋复杂,出现了许多新情况、新问题。受多种因素的影响和制约,打防脱节,攻防失衡的问题一直困扰着公安机关。如何在公安工作实践中坚持打防结合的方针,使之最大限度地发挥各自的功能,进而实现社会治安的良性循环呢?我以为,必须建立健全适应新形势特点的、合理有序的工作机制,使严打与严防成为一个有机的结合体,从根本上改变目前实际存在的重打轻防局面,以保持社会治安秩序的持续稳定,使公安工作更好地为改革开放和经济建设服务。打击是公安机关的首要职能,严打方针必须坚持,这是丝毫不能动摇的,但是严打的方式应当改变。1983年,社会治安出现非常状态,为此,党中央决定在全国范围内开展为期三年的严打斗争。之后,每年要组织开展专项斗争和严打统一行动,多则三五次,少则二三次。应当肯定,运用这种方式严厉打击了各种严重刑事犯罪活动,在稳定社会治安中发挥了重要作用。但是,
