政治信任主要来源于公共政策动态运行的各个环节。从公共政策视角探讨政治信任,对提升政治信任具有重要意义。在公共政策视角下,政治信任主要包括政策问题建构信任、政策规划信任、政策执行信任、政策评估信任以及政策终结信任五个方面。提升政治信任的途径主要有:建立和完善政策利益诉求表达回应机制;建立健全科学、高效的政策决策机制;厘清府际关系和完善执行监督机制;培育和发展第三方评估等。
Political trust comes mainly from all aspects of the dynamic operation of public policies. Studying political trust from the perspective of public policy is of great significance to enhancing political trust. From the perspective of public policy, political trust mainly includes five aspects: building trust in policy issues, trust in policy planning, trust in policy implementation, trust in policy evaluation and trust in policy termination. The main ways to enhance political trust include: establishing and perfecting the response mechanism for expressing interest demands of policies; establishing and perfecting scientific and efficient policy-making mechanisms; clarifying intergovernmental relations and perfecting the implementation of oversight mechanisms; and fostering and developing third-party assessments.
