2014年2月20日,浙江省嘉兴市海宁、海盐的多所学校、幼儿园500多名学生出现恶心、呕吐、腹泻、发烧等不适症状。后经查实,这是桶装水污染所致的病毒感染性腹泻疫情。“桶装水二次污染”问题进入大众视野始于2008年。当年3月底,贵州省贵阳市部分学校因桶装水污染致数百人感染甲肝。事实上,早在2005年到2008年,国家质检总局、卫生部、工商总局曾3次对全国桶装水质量抽查,合格率仅为62.5%、66.7%、78%。可是到2011年,多款桶装饮用水仍被检出高浓度致癌物“溴酸盐”。
