为使农机流通秩序向规范化、法制化市场体系转轨,原国内贸易部在听取社会各方面意见的基础上,经过一年多的反复讨论、修改制定的中华人民共和国行业标准(农业机械经销企业开业技术条件和市场行为要求),于近日颁布并即将于1998年7月1日贯彻实施。该标准的起草,是在我国农机流通系统多年来形成的管理办法、措施和经验的基础上拟定的。目前,它是我国物资流通系统内公布的第一个行业标准。该标准从人、财、物三个方面对农机流通企业提出了开业的必备条件;从进货、验收、保管、销售、服务、财务六个环节,对企业市场行为提出最基本的素质要求。这将有力地起到保护用户利益,建立统一、开放、竞争、有序的市场流通体系,创造依法经营、规范管理、保证质量、公平竞争的市场环境。为使广大读者及时了解该行业标准,我们特选登开业技术条件和市场行为要求部分内容。

The standard puts forward the necessary conditions for the start-up of agricultural machinery circulation enterprises from three aspects of people, finances, and materials; from the six links of purchase, acceptance, storage, sales, service, and finance, it puts forward the most basic quality requirements for the enterprise’s market behavior. This will effectively protect the interests of users, establish a unified, open, competitive and orderly market circulation system, and create a market environment that operates according to law, regulates management, guarantees quality and competes fairly.
