新中国诞生之初,大规模的基本建设轰轰烈烈在全国开展,“一五”计划的实施更将这样的建设推向了史无前例的高潮,工农业等的经济建设是各项事业的核心,于是有意无意破坏文物的事件频频发生,充分反映出文物保护特别是整体保护意识的极度匮乏,以及文物保护形势的严峻性、紧迫性,这在中央高层连续公布的各项规制中有明显体现,于是1956年4月的通知文件揭开了新制度的篇章。
At the beginning of the new China, large-scale capital construction was vigorously carried out throughout the country. This is evident in the continuously announced regulations of the central authorities, So in April 1956 the notification document opened the chapter of the new system.
