区域发展不平衡,是中国的一个基本国情;促进区域协调发展,是实现经济“又好又快”发展的基本方略。“十一五”规划中,协调区域经济发展作为国家宏观调控的重点内容被列入六大战略任务之一。胡锦涛总书记主持中央政治局第39次集体学习时,再次强调区域协调发展的战略意义:“把促进区域协调发展摆在更加重要的位置,切实把区域发展总体战略贯彻好、落实好。”为使读者更好地理解和把握促进区域协调发展这一重大战略部署,时事报告编辑部邀请权威专家,在中宣部召开了“促进区域协调发展”研讨会,共同梳理我国区域发展历史脉络、解读“主体功能区”的新理念、介绍国外经验、探讨区域互动话题。
