学术转载是以公正为基本要求的学术活动,其不公正现象与学术失范有关,其价值准则与学术规范表现为内在的吻合。公正的学术转载依赖于学术转载的公正机制。学术转载过程公正是学术转载结果公正的保证。建立学术转载的公正机制应从五个方面着手:一是改革现有学术转载的程序模式;二是引进监督机制;三是建立学者型编辑队伍;四是制定和完善学术转载的技术规范;五是改革管理体制。
