经济的发展可以促进经济体制的变革,改变经济环境,而随着经济环境的变化,企业必须改变自己的经营方式。即我国经济体制已经从计划经济变为市场经济,国有企业为适应经济体制的发展,需优化企业各方面的管理体制,包括日常经营、投资项目的管理等,并遵循国家颁布的投资管理条例,以解决管理体制存在的问题,提出完善措施。
