天津市以国家加快滨海新区开发开放为起点,以转变发展方式和应对世界金融危机为契机,实现了新一轮的突破与崛起。天津的做法和经验可以概括为五个方面,即:坚持又好又快把转变发展方式作为战略主题,坚持可持续发展把资源节约环境保护作为战略措施,坚持全面协调把经济社会协调发展和社会和谐作为重要目标,坚持开拓创新把改革开放作为持久动力,坚持以人为本把改善民生作为根本宗旨。天津的经验对全国具有重要启示,最主要的是:立足实际,把握大势,攻坚克难,化危为机;在转变发展方式中,努力实现经济社会发展的协调和加快发展与根本宗旨的统一;发挥制度优势,以新的增长极带动改革开放的深化和经济的可持续发展。天津继续发展需要进一步研究的问题包括:关于环渤海和北方经济中心作用的发挥与行政块块的关系;关于发展高端制造产业、高端现代服务产业和自主创新;关于加快推动经济增长由主要依靠投资、出口拉动向依靠消费、投资和出口协调拉动转变等。
As a starting point for accelerating the development and opening up of Binhai New Area, Tianjin has taken a turning point by changing its mode of development and coping with the world financial crisis, achieving a new round of breakthrough and rise. Tianjin’s practices and experiences can be summed up in five aspects, namely: insist on sound and rapid transformation of development as a strategic theme, adhere to the sustainable development of resources conservation and environmental protection as a strategic measure, insist on comprehensive coordination of economic and social development and social harmony Harmony as an important objective, persist in blazing new trails, taking reform and opening up as a lasting driving force and people-oriented as the fundamental objective of improving people’s livelihood. Tianjin’s experience is of great significance to the whole country. The most important ones are: basing ourselves on reality, grasping the general trend, tackling hardships and turning crises into opportunities; and in transforming the mode of development, we strive to achieve the unification of economic and social development and the acceleration of development and fundamental purposes ; Give play to institutional advantages and take the new growth pole to drive the deepening of reform and opening up and the sustainable economic development. The issues that Tianjin needs to study further include: the role of the Bohai Rim and the northern economic center in its relationship with administrative blocks; the development of high-end manufacturing industries, high-end modern service industries and independent innovation; the acceleration of economic growth from mainly relying on investment , Export-led to rely on consumption, investment and export coordination to promote change and so on.
