在部队管理中,那种“拿着鸡毛当令箭”的“欺下”行为固然不受基层官兵的欢迎。但是,某些单位存在的“拿着令箭当鸡毛”的“抗上”现象更需要坚决纠正。比如,有的接受任务打折扣,执行任务不坚决;有的请示报告不及时,汇报工作不认真;有的把上级下发的文件束之高阁,对上级布置的任务草率应付;有的对领导的命令敷衍了事,漠视不理,甚至明执行、暗消极;有的对军规军纪置若罔闻,我行我素,甚至“你有政策,我有对策”。致使部队管理松懈、作风松散、纪律松弛的现象屡治不愈,屡禁不止……。
