机场安全管理作为航空安全管理的重要组成部分,其质量直接关系到整个系统的安全。民航改革冲击着机场安全管理的方方面面,包括原有的思维模式、工作方式等。目前民航机场管理体制改革已经进入新的发展阶段,机场管理隶属关系、机场定位的改变以及机场公安属地化管理使得传统的安全管理的组织结构和方法已不能适应市场经济体制下日趋激烈的经营环境,同时实质性行业安全监管和运行机制还没有完全形成,安全工作容易出现疏漏,只有积极研究如何适应民航发展的形势,开拓创新,切实提高机场安全管理水平、增进员工安全意识、提高航空安全保障能力,才能保证民航改革取得真正成功并为改革的进一步深化打好基础。
