George W.Annandale提出了水库保护模式概念,该模式可在预可行性研究和规划设计阶段,确定出用于可持续管理水工建筑物最经济有效且技术可行的方案。水库保护模式引入“生命周期管理方法”代替“设计寿命管理方法”,前者在于能够全面认识到人类代间利益平衡的价值。George应用该模式对三峡及三门峡水库进行了对比分析,认为冲沙是三峡水库的最优解决方案,而大坝自然泄流是三门峡水库的最优解决方案。基于此,提出了对三门峡水库可持续管理的建议和意见:三门峡水库经过42年的运用,库区已经与自然界融为一体,放弃它,必然会打破库区的生态平衡,而且三门峡水库仍发挥着重要的防洪作用;通过调度黄河上游和渭河上的水库,调整有利的水沙条件,形成人造洪峰,无疑也是降低潼关高程的一种方法。

Annandale proposed the concept of a reservoir protection model that identifies the most cost-effective and technically feasible solution for the sustainable management of hydraulic structures at the pre-feasibility study and planning stages. Reservoir protection model introduces “life cycle management method” instead of “design life management method”, the former lies in being able to fully recognize the value of the balance of interests among generations. Using this model, George made a comparative analysis of the Three Gorges Reservoir and Sanmenxia Reservoir, and concluded that flushing is the best solution for the Three Gorges Reservoir, and natural discharge of the dam is the optimal solution for Sanmenxia Reservoir. Based on this, suggestions and opinions on sustainable management of Sanmenxia Reservoir are put forward: after 42 years of operation, Sanmenxia Reservoir has merged with nature and abandoned it, which will inevitably break the ecological balance in the reservoir area and Sanmenxia Reservoir will still play its role An important flood control role; by scheduling the reservoirs on the upper reaches of the Yellow River and the Weihe River, adjust the favorable conditions of water and sediment, the formation of man-made floods, is undoubtedly a way to reduce Tongguan elevation.
