陕西省商州市城关镇房地产开发公司占用市区柳家沟、黄沙河行洪河床,搞房地产开发,各级党政领导和防汛、水利、城建等部门多次明令制止,今年7月21日陕西省政府常务会议要求认真查处,狠刹碍洪设障违法行为。通过新闻舆论界多次曝光批评,此事终于得到处理,正在建设的违章碍洪建筑被彻底拆除。一、违章建筑的经过商州市是商洛地区政治、经济、文化的中心,市区人口约6万人。黄沙河、柳家沟(以下简称两河)均横穿市区注入丹江,流域为一暴雨高频区,百年一遇洪峰流量分别为117和99立方米每秒。加之流域植被条件差,每到汛期,极易遭受暴雨、洪水、泥石流灾害,防洪问题比较突出。
