农业专项资金,在调整农业产业化结构、推广技术服务、保护生态环境、加强农业基础设施建设、提高农业综合生产能力、发展区域经济、加快小城镇建设等方面发挥了积极的作用。

农业专项资金,在调整农业产业化结构、推广技术服务、保护生态环境、加强农业基础设施建设、提高农业综合生产能力、发展区域经济、加快小城镇建设等方面发挥了积极的作用。国家对农业专项资金的管理有了明确的规定,对农业专项资金的设立、分配、使用和监督进行了规范。但在实践中,对政策的理解和执行参差不齐,存在的问题不容忽视。存在的问题 1.项目的设立随意性大。从项目的申报、立项开始,有的项目没有经过有资质的单位或专家评估,没有进行可行性论证,滥立项,立“人情项目”,没有科学性,缺乏公开性、公正性和透明度,随意性大。2.项
