Standards constitute the basic elements of the country’s core competitiveness and are an important technical system for regulating economic and social development. With the continuous deepening of economic globalization, standards have become an important means for all countries in the world to develop trade, protect ethnic enterprises, regulate market order, promote technological progress, and realize high-tech industrialization. At the end of 2013, the Zhongguancun Management Committee announced the main economic indicators of the high-tech enterprises above designated size in the Zhongguancun demonstration area according to the usual practice. The data shows that from January to November 2013, the total income of enterprises above designated size in Zhongguancun was 2.44 trillion yuan, an increase of more than 20% year-on-year. The total industrial output value was 680.91 billion yuan, a year-on-year increase of 23.9%, accounting for more than 40% of Beijing’s city;
