2006年打磨岗灌区骨干工程竣工投入运行后,建立管理机构、成立农民用水协会,完善落实管理制度,大胆改革、锐意创新,按照“谁投资谁受益”的原则,整合项目资金、吸纳社会资金进行灌区节水续建配套,缓解了各地的水资源供需矛盾,扩大了灌溉面积;降低了劳动强度和供水成本;规范农业水费计收,提高水费收取率。
