本文对推动科研院所科技成果向工业企业转移所涉及的供给环节(科研院所)、使用环节(工业企业)、流通环节以及影响这些环节的相关政策等进行了讨论。指出科研院所应正确认识科技与经济的结合,真正根据社会总体分工原则,更加重视科技成果转化的中间环节,为企业提供更为完善的科技成果;企业应增强吸收科研院所科技成果的内在动力,并且有跨越意识和抢先意识,同时还应加强技术开发能力。文章还对建立和健全资金支撑和保障系统、健全技术中介服务机构功能以及制定若干具有导向、保证、协调和激励作用的政策等进行了阐述。
This article discusses the promotion of scientific research institutes to the transfer of scientific and technological achievements to industrial enterprises (research institutes), the use of links (industrial enterprises), circulation and the impact of these aspects of the relevant policies were discussed. It is pointed out that scientific research institutes should correctly understand the combination of science and technology and economy and really pay more attention to the intermediate links of transformation of scientific and technological achievements according to the principle of overall division of labor so as to provide enterprises with more complete scientific and technological achievements.
