高校的图书馆与系资料室之间本是相互交叉、相互渗透、相互依赖的关系,能够组成统一的高效益的信息服务系统。然而,由于目前高校的管理体制,图书馆与系资料室分属不同的领导系统,使图书馆和资料室仍处在一个非常被动的位置,传统服务时期存在的管理脱节、各自为政、资源浪费等问题仍没有得到解决。笔者认为,在信息时代,高校图书馆应该率先让
