良知是道德的价值支撑,是最基本的责任与任务,是法治良性运作的基础。依法治国与公民的良知培育具有诸多契合性,针对当今社会出现的信仰危机,道德失范,良知沦丧,在全面推进依法治国的大背景下,纵深推进依法治国,通过法治良知化的认知教育、激励引导,培养对法治的认知,通过良知法律化的管理规制,坚定自觉守法的信念,让良知的践行有法可依,具有重要的时代价值。
