国有企业改革的重要内容之一,就是促进产权交易,引导资源重组,实现优化配置,使国有资产得到保值增值。企业档案管理工作如何适应产权变动的需要,是目前企业档案工作面临的紧迫课题。笔者认为,重点要抓好以下几项工作:一、依法开展档案管理工作。1996年修改的《档案法》第17条增加了“国有企业事业单位资产转让时,转让有关档案的具体办法由国家档案行政管理部门制定”一款,这从立法角度确认了企业在产权变动、资产转让中,转让有关档案的合法性。同时规定了转让有关档案的前提条件是在国有企业事业单位资产转让时,并且规定只能转让有关档案,而并非全部档案。这一法律规定对搞好产权变动中的档案管理工作具有重大指
