党的十五届四中全会《决定》,在进一步总结国有企业改革、特别是90年代以来改革经验的基础上,深入分析了国有经济面临的新形势和国有企业组织结构现状,确定了调整布局和改组企业的方向、重点和措施,明确指出要“着眼于搞好整个国有经济,推进国有资产合理流动和重组,调整国有经济布局和结构,积极发展大型企业和企业集团,放开搞活中小企业”。
