根据中华全国总工会近日发布的《2004年中国工会维护职工合法权益蓝皮书》显示,2004年,已建工会的单位拖欠职工工资金额由2003年同期的417.1亿元减少到287.8亿元,同期新增拖欠工资由30.1亿元减少到18.6亿元。作为“职工合法权益表达者和维护者”的工会,帮助部分职工解决了工资拖欠问题,然而,游离于工会组织之外的职工呢?
