《国务院关于投资体制改革的决定》的一个重要内容,是改企业投资项目的审批制为核准制和备案制。今后对企业不使用政府投资资金的建设项目,一律不再实行审批制,政府只对其中的重大项目和限制类项目进行核准,对其它项目实行备案制。
An important part of the “Decision of the State Council on the Reform of the Investment System” is to change the examination and approval system for investment projects in enterprises into an approval system and a filing system. In the future, construction projects that do not use government investment funds by enterprises will no longer be subject to the examination and approval system. The government only approves major projects and restricted projects among them and applies the filing system to other projects.
