1949年12月～1952年7月,邓小平作为中共中央西南局第一书记承担解放、开发大西南的艰巨任务。在此期间,他在客观分析西南经济实际的基础上,把马列主义、毛泽东思想的普遍原理同西南地区的具体实际相结合,从实际出发搞好经济工作,根据实际情况解决问题;认真抓好工商业的恢复和发展,注重企业管理;经济建设,交通先行;重视少数民族地区的经济发展。通过一系列恢复生产、发展经济的有力举措,使西南政权站稳了脚跟。
From December 1949 to July 1952, Deng Xiaoping, as the first secretary of the Southwest Bureau of the Central Committee of the Communist Party of China, assumed the arduous task of liberating and developing the great southwest. During this period, based on the objective analysis of the economic reality in the southwest, he combined the general principles of Marxism-Leninism and Mao Zedong Thought with the concrete reality in the southwest region, proceeded from the reality and did a good job in economic work, and solved the problems according to the actual situation; Industrial and commercial recovery and development, focus on business management; economic construction, traffic precedence; emphasis on economic development in ethnic minority areas. Through a series of powerful measures to restore production and economic development, the Southwest regime has gained a firm foothold.
