2004年是中国猴年 。伴随着猴年的到来,中国的改革开放跨入了第二十五个年头。去年中国虽然遭受了“非典”和各种自然灾害的冲击,但经济仍然保持了较高的发展速度。在经济快速增长的同时,国内外关于中国经济是否“过热”的争论,曾经引起各界的广泛关注。虽然关于“过热”与否的观点对于去年来说已经无关紧要,但对今年来说却不可忽视。因为:各种经济政策及其变数要显现其作用,都有一个滞后期,今年这些变数将会在实际经济运行中表现出来,同时对全年经济走势将会产生实际影响,各界专家已经就此表达了他们的看法——
