《中国教育改革和发展纲要》、《国民经济和社会发展“九五”计划和2010年远景目标纲要》,都指出:“基础教育必须由应试教育向素质教育转轨”,强调了素质教育已成为我国教育改革和发展的重要目标和必然趋势,是培养全面发展的人才,提高全民族素质的根本。 人的素质包括先天素质和后天素质,后天素质是在先天素质基础上,在家庭,社会及学校的影响和教育下形成的。学校教育在人的素质形成发展过程中具有根本作用,教师作为教的主体必须在素质教育过程中发挥主导作用,学生作为学的主体必须发挥主动性与积极性。素质的内容包括思想道德素质、文化科学素质、身体素质、心理素质和劳动素质。素质教育是对人的全面教育,同时又得重培养学生的个性特长的发展。素质教育面向全体学生实行有教无类,素质教育是使学生动活泼地主动地发展,培养学生具有不断学习的能力和不断创造能力,在每个学生的各种因素相互达到最佳结合时,可以使他们潜在的本质激发出来,在各方面表现出惊的成绩。而不是一个单方面的专才。所以,如果只重视考试知识教育,就必然将学生培养成只会升学的机器,可以预测将来当这批人步人社会,无沦是他们的工作质量,工作成绩,或是生存能力,社会交往能力都将对社会难以适应。
