一发展与苏联、东欧、西亚等国的经济、技术,文化交流,这是甘肃向西对外开放总的战略方向。为了搞活并扩大本省对外贸易,就应当首先选择贸易国的某一适宜地区作为对应的外贸伙伴,以发展更加灵活多样的国际间地方贸易。根据地理的、历史的、经济的客观条件,我们认为,首先确定苏联中亚诸加盟共和国或其中之一二,作为我省对苏地方贸易的伙伴,进而把它们作为我省向苏东、西亚全面开放的前沿和窗口是全完适宜的。从地理上看,中亚地区与我国新疆沿边地、州山水相联,甘肃又是新疆的近邻。特别是
