汪应文在《南充师院学报》1985年第四期著文说,人类最早的图书是政权机关的档案。据考证,中国最古的书籍均属官司典守的档案。因为文字一开始就为当权的奴隶主阶级所掌握,并成为当时国家的信息工具。中国古代的文书档案管理制度,包括管理的人员和机构,至今有文献可考的以周代为最早,它既保存资料,也为“官府之学”提供教材的原始材料。在王纲解体的春秋时代,“官学”之外有了“民学”。孔子以一个无权无位的去职官吏身份,以政府档案为素材的六经办学,删《诗》、《书》,订《礼》、
