一、各地幹部下鄉以後,農民紛紛向我提出減租要求,尤以秋收已屆,要求減租的更爲普通,更加迫切。這主要是由于封建剝削十分嚴重,勞苦農民十分貧困;老蘇區與堅持游擊戰爭地區的農民經過革命鬥爭的鍛鍊,對減租的要求更加積極;過去國民黨在福建也曾以減租欺騙農民。而對農民確有或多或少的影響,在今天人民革命勝利形勢下就自動向我們提出減租的要求,有的已經自動地拖租。省委認為我們全體幹部、黨員必須正視和支持廣大農民迫切的減租要求,必須主動的根據農民羣衆的減租要求,去發動與組織農民進行減租鬥爭,取得勝利。並在這種勝利的基礎上,推動農民積極生產的熱忱。如果我們忽視羣衆這一要求,不去積極的支持
