建设学习型政党,是我党深刻总结历史经验,科学分析当前形势,着眼于提高党的执政能力、保持和发展党的先进性提出的一项重大战略任务。要实现党中央提出的“在全党营造崇尚科学的浓厚氛围,积极向书本学习、向实践学习、向群众学习,优化知识结构,提高综合素质,增强创新能力”这一任务,必须广泛开展创建学习型党组织活动,努力营造良好的学习环境,形成浓厚的学习风气,努力在实现“六个结合”上下功夫。
