我国财政性科研经费预算和使用存在的问题日益凸显,宏观、中观和微观层面经费预算管理粗放,经费预算度量衡缺失,难以保证科研经费预算管理的科学性。文章在阐述科研项目经费预算度量体系研究的背景及意义的基础上,结合对目前相关研究的回顾及分析,以中药候选药项目为切入点,提出了科研项目经费预算度量体系研究的初步想法,为后续预算度量体系的构建奠定基础,也为有志于此项研究的学者提供了借鉴和示范。
The problems in the budget and use of the financial research funds in our country have become increasingly prominent. The extensive management of the budgetary funds at the macro, meso and micro levels and the lack of weights and measures in the budget for the budget make it difficult to guarantee the scientific nature of the budgetary management of scientific research funds. Based on the background and significance of the research on the measurement system of scientific research project budget, combined with the review and analysis of the current related research, the article takes the traditional Chinese medicine candidate drug project as the starting point, put forward the preliminary idea of the research project budget measurement system, It laid the foundation for the construction of the subsequent budget measurement system and also provided reference and demonstration for the scholars interested in this research.
