制定系统安全长期发展战略是当代林业生产、建设发展中带有全局性、长远性和根本性的对策。林业安全系统工程的发展状况、水平,是林业生产现代化的一个重要标志,直接关系着林业生产部门的经济效益和社会效益,为了给决策者提供科学的分析依据,我们应用灰色系统理论对黑龙江省森工系统生产事故的发展态势进行了分析,得出了对制定未来安全工作方针具有重要意义的结果。
