据辽宁省东部山区水源涵养防护林当前存在面积小、质量差，覆盖面不均匀，抗灾功能不强，经不起大灾大难的冲击，且涵养水源的能量满足不了中部城乡人民需求。为把辽东山区建成良性的林业生态环境，真正成为坚强的、完善的防护林体系。建议省人民政府对辽东山区水源涵养防护林予以补偿，使城乡人民联手营造水源涵养林基地，真正建成辽宁的绿化屏障，为子孙后代造福。
According to the present situation of water conservation shelterbelt in the eastern mountainous areas of Liaoning Province, there is a small area, poor quality, uneven coverage, poor disaster-fighting capability and can not withstand the impact of catastrophes and disasters, and the energy conservation of water sources can not meet the needs of urban and rural people in central China. In order to establish a healthy mountainous area in eastern Liaoning, it has become a strong and perfect shelterbelt system. It is suggested that the provincial people’s government should compensate water conservancy shelterbelt in Liaodong mountainous area so that people in both urban and rural areas can join hands to create a water conservation forest base and build a green barrier in Liaoning to benefit the benefit of future generations.
