报考公务员对健全人来说都很困难,对残疾人来说更是难上加难。导致残疾人公职任用难现象的主要原因在于残疾人自身、社会环境、经济状况、政府政策和法律法规等五个方面。从代表性官僚制的视角出发,残疾人公职任用存在公平与反公平,可以通过设定合理的比例,对残疾人进行教育,增加适量自由裁量权以及解决公平悖论。对中国现状而言,国家应该严格设置和执行按比例录用的制度,给残疾人更多担任公务员的机会。

The main reasons leading to the difficult appointment of disabled persons are the disabled themselves, the social environment, economic conditions, government policies and laws and regulations and other five aspects. From the perspective of a representative bureaucracy, the public service appointment for disabled persons is fair and anti-fair. Education for persons with disabilities can be set at a reasonable rate, with an appropriate amount of discretionary power and a solution to the fairness paradox. For the status quo in China, the state should strictly set up and implement a system of pro-rata hiring and give more opportunities for disabled people to serve as civil servants.
