黄长水同志是旅居菲律宾班乃岛西黑人省的爱国侨商、侨领。在祖国抗日战争年代,他积极推动当地各界华侨抗敌后援会工作;在菲律宾国土遭受日寇蹂躏期间,他坚持抗日立场,支援菲律宾抗日游击队;日本投降后,他在香港公开表示拥护中国共产党的号召,反对国民党反动派发动内战,支持祖国民主革命和解放战争;解放后抽调资金回国创办企业并接受人民政府委任多项重要职务,成为爱国华侨工商业家中率先回国服务的知名人士之一,为新中国建设作出了可贵的贡献。
