中国烟草总公司于1985年12月23日至30日在西安市召开了1986年全国烟叶生产工作会议。全国二十八个省(市、区)烟草公司和部分产烟地、县的专员、州长、市长、书记、县长,以及中国烟草学会的领导和科研单位、高等院校的专家、教授共440人参加了会议。国家烟草专卖局副局长、中国烟草总公司副总经理金茂先同志在会上作了题为《总结经验、坚持改革、努力提高烟叶质量》的报告,他回顾了当前烟草行业的生产销售形势,肯定了1985年烟叶生产的基本经验,对1986年烟叶生产的指导思想和有关方针政策措施提出了意见。
