根据图书馆危机管理的内容,分析得出图书馆危机管理的成本由三大部分构成:前置成本、处置成本、后置成本。以图书馆危机事件危害度评估为基础,提出图书馆危机管理成本计量的基础框架以及成本控制的原则和方法。简要介绍美、英国家图书馆危机管理成本投入可借鉴的经验,籍此提出危机管理成本分摊、多渠道融资、危机管理成本控制的法治化、建立资金支付的绿色通道、成本全生命周期的监控等措施。
According to the contents of library crisis management, it is concluded that the cost of library crisis management consists of three major components: front cost, disposal cost and post-cost. Based on the assessment of the crisis degree of library crisis, this paper puts forward the basic framework of the cost measurement of library crisis management and the principles and methods of cost control. This paper briefly introduces the experience of the crisis management cost in the United States and British libraries. It proposes the legalization of crisis management cost allocation, multi-channel financing and crisis management cost control, and establishes the green channel of fund payment and the monitoring of the cost-life cycle And other measures.
